This is correct. It applies to anything up to 62.5 grams of propellant. I'll find the announcement from Aerotech and post it.

I know of one vendor that has already adopted the new rule.

BMS, Hobbylinc, ACSupply and BuyRocketMotors have dropped the HAZ fee for motors of 62.5 g of propellant or less (e.g., a SU G80 and lower).

BuyRocketMotors still shows that the HAZ fee is required on the individual product page, but if you add the item to your cart, and update the shipping cost with your info the HAZ fee is not added. Oh happy days!
